Splash screen issues, won't permanently disable, keeps reappearing

We have followed the example here: https://codeontime.com/blog/2017/03/t...
To disable the splash screen by entering this in touch-settings.json:
"splash": {
"enabled": false
}
However, the annoying splash screen keeps coming back unexpectedly. The only consistent way to replicate the splash screen showing up is if user is logged into our applications, then quits the browser, opens the browser and navigates to the application URL. Splash screen shows up after that sequence, but otherwise it does not.

Why have I labeled it as "annoying" above? Because the login dialog box that pops up on the splash screen has a bug. If you type in user name and password and press "Enter" an error message pops up (see attached).


So, how do we permanently nuke/disable the splash screen please?
