Numeric Format for base 60 (Time based decimals)

Creating timesheet manipulation apps would benefit from a format string that converts standard base 100 decimals to base 60 where the number past the decimal points represents the number of minutes to the hour or seconds to the minute.

for example:
6.25 in decimal would equal 6.15 in base 60 and represent 6 hours and 15 minutes.
